But unlike most countries, the UAE regulates side income: any paid work needs the right permit or licence. The good news is that in 2026 there are more low-cost, legal routes than ever.

Is a side hustle legal in Dubai?

Yes — provided you formalise it. Under Article 6 of Federal Decree-Law No. 33 of 2021, any paid work in the UAE requires a valid permit or licence, and that includes freelance projects and weekend gigs alongside a full-time job. Working informally risks fines, and competing with your own employer is prohibited under the same law. The fix is simple: pick one of the four legal routes below.

The four legal routes for a side hustle in 2026

1. e-Trader licence (from around AED 1,070 per year)

Issued by Dubai’s Department of Economy and Tourism, the e-Trader licence lets individuals sell online — through Instagram, TikTok, a website or marketplaces — from home, with no office required. It’s the cheapest formal licence in Dubai. Two caveats: it’s for individuals only (no employees, no visas), and expat residents are generally limited to offering services rather than trading physical goods, which remains reserved for UAE and GCC nationals.

2. MOHRE part-time work permit (around AED 600)

If your side hustle is really a second job — working part-time for another company — the Ministry of Human Resources and Emiratisation issues a part-time work permit for roughly AED 600 (AED 100 application plus AED 500 on approval), valid for one year. Your total working hours across both jobs are capped at 48 per week.

3. Freelance permit (from around AED 7,500 per year)

For professional services — design, marketing, consulting, writing, tech, education — a freelance permit from a free zone (such as GoFreelance from TECOM) or via MOHRE lets you invoice clients legally in your own name. Costs start from around AED 7,500 per year depending on the zone and activity, and some packages can include a residence visa if you ever leave your job.

4. Free zone company licence

If the side hustle is a real business in the making, a free zone company gives you a proper trade licence, the option to hire, and 100% ownership — and several free zones will issue a licence to someone in full-time employment without a No Objection Certificate from the employer. If you want to trade directly with the local market, a mainland licence is the alternative.

Do you need your employer’s permission?

It depends on the route. A MOHRE part-time permit requires your employer’s NOC. Some mainland licences also ask for one. Many free zones don’t require an NOC to issue a licence — though your employment contract may still restrict outside work, so read it before you start, and never compete with your employer’s business.

What about tax?

Side hustle income in the UAE attracts no personal income tax. Corporate tax (9%) only becomes relevant once business turnover passes AED 1 million a year — and even then, Small Business Relief can reduce the liability to zero below the qualifying revenue threshold.
