Track two is the Dubai Municipality Food Establishment Permit: kitchen layout approval, HACCP plan, Civil Defence NOC, PIC (Person In Charge) certification, food handler cards, FoodWatch registration and a final on-site inspection. The Dubai Food Code governs daily operations: HACCP-based procedures, at least one certified PIC per shift, valid food handler and occupational health cards for all kitchen staff, an annual contract with a Municipality-approved pest control company, and grease trap maintenance.
